It definitely
sounds to me as though he is interested in you romantically but
is maybe too shy to come right out and confront it.
Maybe he isn't sure
if you feel the same way? Maybe he is confused...
But
to be sure, you need to ask him directly what his intentions
are. Touching you, playing with your hair, putting his arm
around you -- these actions send clear signals to girls that
there is a romantic interest. If he does not intend to pursue
a romantic relationship with you, then he needs to stop doing
these things so he doesn't lead you on. If he is trying to
show his affection for you, then it is time for him to be
honest and upfront about it before you get more and more frustrated!
One more thing
-- even if you are interested in him, and he is genuinely
interested in you, you still need to decide if it is OK for
him to touch you the way he does. If his actions make you
uncomfortable in anyway, you need to confront him immediately
and insist that he stop. You not only have a right, but a
responsibility to protect yourself and to maintain an appropriate
level of contact and affection.
