Statutory Rape
Okay, first of all, no it is not illegal to just SEE someone over
the age of 18 if you are under the age of 18. Any sexual activity,
however, is considered an offence called statutory
rape.
I would stay as far away from that as possible if I were you; it
can get very messy in court.
However, there is a huge age gap between 15 and 19.
Maturity Gap
There is also a huge maturity gap and excpectation gap.
Stick to Guys Your Age
Maybe Jean doesn't want a physical relationship right now
but who says that isn't going to change after you two have been
seeing each other for a few months? 19 year olds expect different
things from relationships than 15 year olds do.
If I were you, I would stick to 15-17 year olds.

Love at first sight does not exist. I think the word you were looking
for and totally missed was lust yes, there is LUST at first
sight but you don't fall in love with what you see, you fall
in love with what you know. And "at first sight" doesn't
exactly pertain to any great knowledge of anything. I would suggest
seeing him a few more months before you even suspect you love him.
But after all, that is only my opinion.
