hotline and talk to a counselor trained to handle this situation
specifically.

Counselors and Clergy Are Required To Report
The problem with talking to a school counselor, or a clergy
person is that they are mandated reporters (meaning they
MUST report child abuse), which may not be a step she is
willing to take (although reporting it to authorities may
seem like the thing to do to outside adults).
Working Out a Safe Plan
A phone call can be anonymous, and she can work out a
safe plan with the counselor. The counselor will also be
able to direct her to appropriate local resources.
