Dear Actively,
I've been stuck on your question for over a week and I've gone
between being perplexed and being annoyed. I don't know why it is
so important for you to define "sexually active".
It Means You've Had Sex
My conclusion is that "I've had sex" and "sexually
active" are the same thing.
Think in medical terms: if you go to your doctor and they ask if
you've had intercourse or if you're sexually active, to the doctor
they are one and the same because all it takes is once to get pregnant,
to contract an STD or to be exposed to HIV.
It Means Getting Laid to Friends
To your friends or in more general terms this may not be the case.
Sexually active might refer to currently getting laid. For some
of my friends, a week without sex constitutes a dry spell and means
they are "sexually inactive", where others can go months
or even beyond a year and still consider themselves active.
I believe your friends who claim to wish to still be "sexually
active" are referring to being single and sleeping with multiple
partners whereas now they are either settled with a permanent partner
or celibate (whether by choice or not).
Masturbation Doesn't Count
As far as other uses of "sexually active", I don't think
masturbation qualifies. I would have to go back to my original reference
to the medical world.
Activities with Another Person
Coitus, cunnilingus, fellatio I think anything that happens
with another person that has a risk factor in which seminal fluids
can be exchanged, STDs transmitted, etc. would be included in the
realm of "sexually active".
I Have No Doubt I'm Sexually Active
I hope I answered some of your questions, but as far as I'm concerned,
I'm glad I have a wonderful boyfriend and that we have sex frequently
so there is no doubt in my mind that I am "sexually active".
