It is always difficult when you think that somebody is cheating on you, especially if you don't have the hard evidence to find out one way or another.

He's Not Hiding Anything

Honestly, I don't think that your fiancee is cheating on you because he is still flirting with Rachel openly.

If they were in fact sleeping together, I think that they would try to act as if nothing is happening between them. By constantly flirting in front of you, it seems that they think they have nothing to hide, so my guess is that they aren't actually sleeping together.

There Is A Problem Here

Now for the bad news. Just because they aren't sleeping together doesn't
mean that everything is OK. Far from it.

If your fiancee is slapping the butt of another girl on a regular basis then there is a good chance that they both have some kind of feelings for each other.

He's Out Of Line

Even if it turns out to be nothing more than simple flirting, your fiancee is way out of line when acting like this. He has stated that he wants to marry you, but his actions suggest that he can't keep his thoughts off other girls.

Talk To Him

I agree. She should discuss it with him.

I think that you really need to have another talk to your fiancee, and point out that he simply can't go on flirting with Rachel.

It doesn't have to be a big conversation that ends up with him being upset, but just let him know that you simply don't behave like that when you are engaged to someone.

Be sure to let him know that he is still trusted, it's just that he can't go on flirting. If he insists that he has done nothing wrong and doesn't want to
change, then you should have a long think about whether you really want to
marry a person who has such little regard for your feelings.

Hopefully, though, he will show some understanding and change his ways.
