The real question is, how important Courtney is to you as a friend? If you think risking losing her as your best friend is worth it, then you should take the gamble and pursue it again.

She Already Told You How She Feels

Since she has already told you once that she wasn't sure how she felt about you, I doubt it will be in your favor to push the issue. I can definitely relate to your feelings about somedays thinking you love her and the next not knowing what exactly love is. I'm 27 and still trying sort that all out.

Hold On To Your Friendship

My advice is to hold on to her as a friend. It just seems like there are more elements working against you right now than those working for you.

Actually, the distance will ALWAYS keep them apart.

The geographical distance wouldn't be such a big deal if her feelings for you were already strong and established. But they're obviously not.

Any relationship takes nurturing, especially at the beginning. Add to that the fact that you'll be apart and her unsure feelings, and you could be in trouble.

Friends are hard to come by. Best friends are even more difficult to find. I say you wait it out and see if cupid might strike you and Courtney at a later time.
