I disagree. Since he has never physically hurt her there
is no legal basis for a protective order so a judge couldn't
grant one.
You've Got No Proof
And since you no longer have messages from his original
e-mail address you cannot prove that e-mails from other
addresses are his and because the owner allowed him to send
them you could only prosecute them in most states.
There's Not Much You Can Do
I feel for you but there is not really much you can do
beside beg him to leave you alone, unless he physically
touches you at which time a judge could grant a protective
order for you and any one else you include in the petition
for one.
However, if he is still a minor then under no circumstances
could a judge grant one because he is not a legal adult.
