There isn't anything that would stop you dating this girl. She
isn't your blood relative, and neither is your mother's new husband
(your stepdad).
If she feels the same about you, there is no reason why you two
can't have a relationship.
Don't Hide It From Your Family
If you do get together with her, it may be slightly more awkward
than if you were dating a girl that had nothing to do with your
family, and so all I can advise is that you be honest from the start
about your relationship to your mom and stepdad.
If you keep your relationship with your cousin a secret from them,
it could make them feel uneasy. Just be open and honest about it,
and I'm sure they will be happy for you. Let this girl know how
you feel.
It is perfectly legal for you to date her, as you are only related
through your mom's very recent marriage, so go for it!
