You are right that the Bible does not say, "Do not have premarital sex."That term had not been created at the time that the Bible was written. It was called fornification or adultery.

I don't think God meant that.

Think of it this way: God quite clearly says that we are not to have sex with anyone except our spouse (commandment number 7). If you are not married to a person, they are not your spouse, and therefore it is adultery.
